The Jenkins Act (1949) required interstate shippers to report cigarette sales to state tax administrators. The PACT Act (2009) expanded these regulations to include smokeless tobacco and cigars. The 2020 amendment added e-cigarettes and vaping products, requiring vendors to register with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF).
